any bloat on the base layer means you end up like zcash and monero have, stuck with a huge migration operation as old privacy cryptography needs to upgrade. this has to both maintain privacy as it happens and also not completely cut off old transactions. it's basically equivalent to having two separate blockchains.
coupled with zcash's abysmal support outside of their in-house wallets means most of the modern cryptographic upgades they have aren't supported, only the first iterations.
