The state will chose something to pay its obligations and collect taxes with. It can either issue it's own or pick a bank from the "free market." Central banking is when it picks a bank. This necessarily creates a currency monopoly.

I know you're upset about the way things are but you're way too focused on the particular structure and not the people. I think the thing that causes this is the overwhelming amount of communist propaganda (reworked in various ways into anarchism, libertarianism, libralism, social justice etc) that has always focused so much on that with the end goal of global intersectional democracy.
