The lack of regulatory clarity is a problem more for the US than for other places. You've got the fed, the treasury, the CFTC, the SEC, etc. Is ETH a commodity or a security? Still unanswered. Exempted securities on private chains seem to be OK as long as proper records are being kept and you have a throat to choke. Don't confuse the slowness of these large financial institutions with apathy. They are anxious to begin using this technology in production but they're slow and methodical. They don't 'fail fast and break things'. When you hear about it in the news it'll already be done. Momentum is building but almost all of it is behind the scenes. A lot is happening in the private market space because people are applying these technologies where they can actually be used without excessive concern for US regulations.

The 10-20years scenario is when everything runs on web3 through smart contracts, sergey has mentionned several times that the short therm scenario is both defi and private chains will be transacting toguether in their own islands using CCIP and eventually will merge into one global internet of contract .
Picrel explains it as well , it will be a gradual ramp up of tokenizing different securities and bonds and i think the first implementations will be happening soon.
