I agree with this strategy. grabbing even $20 in a bottomed out token can produce some profits. And some coins take off for no warning or due to meeting a goal or objective and getting more coverage in the crypto world and that brings in more buyers. I love buying something that looks done and months later seeing it 5x'd and I can enjoy $300 in profits to put into my stacks and more $20 buttomed out investments.

buying a dead chart only works if you can verify that it's a valid project (i.e. not a meme or scam) and that it has a future (i.e. the devs are still working on it and putting out new features). otherwise you will lose your investment once liquidity dries up to literally zero
