Obviously not.
Dubai can (pretend to) be a paradise because they got extreme wealth from oil to fund it. Their politics are completely unsustainable and a terrible idea in general, it's only possible so far because they have all the money in the world to waste on it.

El Salvador, on the other hand, is dirt poor. They cannot afford to build shit, they depend on suckers believing in the hype to come and build it for them, but very few actually wants to move there because the crime is sky-high. Crypto is just one way for them to find and attract such suckers, because it's a field full of suckers in general.

Latin America in general, and central America especially, is not a place you want to live. Extremely out of control violent crime, and the politics are unstable because there is terrible corruption and authoritarian repression.
