Congress can block him as leftists still hold most seats, and the Supreme Court can rule dollarization is "unconstitutional" because the Argie constitution includes having a central bank defending it's national currency.

He can get around the "unconstitutional" blockade because Argentina has historic gold coins which are still de jure legal tender, so he could just declare those as the national currency he will defend and basically "turn off" the fiat peso and the central bank them die. Because he would still technically be meeting the constitutional requirements, this would free him up to (try) to re-structure their enormous debt problems + swap everyone's current peso holdings into USD. Still leaves their congress as a huge obstacle though, hard to say how much he could get away with through executive orders.

He has a shitload of obstacles, there is no pain-free way to do it given that Argentina has enormous debts + almost zero reserves, but I think it's doable because the public supports him and the Peronists might fear getting annihilated in the next election if they force the country to stay on the peso.
