After reading the book "the great taking" - it makes the case that everything we buy from our broker is nothing more than a security "entitlement" which allows the shares we buy to be pledged as collateral for other loans and deals. This structure is also legally sound so in the event of a complete meltdown the banks can essentially rugpull everyone.
My thought process on GME juxtaposed against this book is that at some point when the dollar finally does collapse they need a mechanism to recapitalize themselves. I also think this is the means by which they wanted to reconcile all of the longs vs shorts. I think the banking system is probably net short almost every security in existence as a means of stealing our money. They need to do this because they are so overleveraged that if they don't they might implode. Who knows if it is true or not, or if they even think they can get away with it. Shit is looking awful desperate right now and I wouldn't put it past them. You also can't pull this off without literally starting a nuclear war as justification.
