Once they agree on a plan it can be altered after the fact. Whatever ends up happening has to happen in a hurry because there's a 15 day grace period in the OTC markets where you have to report your financial statements or you get kicked off into expert markets and if it goes to expert markets then the shares are almost certainly going to end up completely worthless whether they get cancelled or not.
