Thinking of SSTI (SoundThinking, formerly ShotSpotter) as a short play.

They started in 1996 in Fremont, CA (near me) and they make sensors to detect gunfire which they install on behalf of police departments. The company claims a 97% accuracy rate, but this is a dubious claim because most cities in practice have reported that in only about 10% of cases do they actually find someone at the scene bearing a firearm. In fact they’ve had a lot of false positives from things like helicopters, jackhammers, cars backfiring, or even people using hammers.

The other issue is that the reporting is only as good as where it’s installed, and they install sensors heavily in districts with people of color. So you create a vicious cycle where you have more false positives getting reported in an already higher crime area, leading to a larger police presence and stop-and-frisk encounters. Just bad all around.

The technology in most cases isn’t even useful at reducing homicides or firearm removal. The numbers completely uncorrelated with the number of SSTI sensors.

Think they’ve posted a handful of profitable quarters in 27 years, and one of their most recent profitable Qs was only because they recognized a solid chunk of revenue from an acquisition target.
When SSTI wants to sell to a certain jurisdiction (usually a city PD), they try and drum up the few success stories from other PDs to close the sale. It also feels sexy because you’re using technology to fight crime, and the DonutDepartments start to feel FOMO. But the contract requires some work to be fully inked - in most cases SSTI has been suggesting that PDs apply for federal grants under the most recent relief act. PDs almost never have someone that specializes in filling out grant applications, so SSTI will just submit it for them on their behalf, which is a huge conflict of interest. After the grant gets approved they get that sweet fedmoney.

Now that they’ve won the contract, they have to install the sensors somewhere. One selling point is privacy because cops don’t know where the sensors are (otherwise they could theoretically capture human conversations on the sensors microphones). But in most cases the PDs will escort the SSTI surveying teams and help them find suitable locations for the sensors.
The alerts from the sensors are supposed to be used as investigative tools, but in some cases, courts have accepted the alerts as primary evidence in trials. This is a problem because the company keeps blocking independent parties from verifying the accuracy of their technology. It outlives its purpose and SSTI has no business being accepted in a courtroom.
So fundamentally, there are some catalysts here. Police unions hate the tech because it makes their officers get off of their ass. Progressives hate it because the sensors are just instruments of mass surveillance and control against minorities. Chicago is their 2nd largest customer (15% of FY 2022 revenues), and there is a good chance (more than 50%) that they don’t renew their SSTI contract in feb 2024. I think they just keep watering the stock through equity raises, continue to serially acquire trash, and just remain an overall nuisance for all parties involved. More American cities will drop out of their contracts.

The Chicago part of the short thesis is big because they are the second biggest customer for SSTI. Brandon Johnson (mayor) specifically attached a policy to his platform where he said that he would cancel the ShotSpotter contract. In fact, this is such a material threat to the company’s finances that they actually named him when describing one of their risk factors (ability to negotiate contract renewals).

With the recent terrorist attack in Jacksonville, SSTI was involved and correctly generated 2 alerts. The company rang a faint bell because I read about it in the local News around 15 years ago. To further expound on this thought, this is why Blackrock and a bunch of other financial institutions went on a huge buying spree of property and land in the US through '21-'22 - they have more than enough capital to weather the storm to the other side, and them strong-arming the market keeps prices high and also means when things do get bad there's less people that bought less property on less extreme financing they can better afford. Then when rates go back down they'll sell most of it off and keep renting the rest of the best performing land.
