No, he's referring to the movement of "dormant" coins - a higher volume of dormant coins moving compared to the last six weeks.

He defines "dormancy" by the mean Dollar Invested Age, or how long each dollar, on average, has been invested in the token.
That mean age should (logically) go up by 7 days every week. Unless there's a lot of "new money" invested in the token which could level or even lower the mean age. But it would have to be a lot of new money to make the line go down.

OP is saying that new money is associated with market cap growth, so seeing the Mean Dollar Invested Age fall means the price should go up.
