It can happen if a private university has the best program for your major and none of the state universities with your major meet other criteria. An example of a major that's difficult to find in SUNY colleges is Environmental Engineering. Only University at Buffalo seems to have it. If that's how NEW YORK state colleges work, imagine the rest of the country. Plus, the excelsior scholarship is strict and confusing and only covers tuition (so you better hope FAFSA covers room and board and other expenses).
