OTC means over the counter, it's not a market. You buy and sell directly through special designated brokers (basically a market maker), if you thought price discovery was bad here then try in an OTC 'market' where the price is far more arbitrary. Settlement between OTC market participants is something called ex-clearing, it's almost completely outside the purview of regulators as these are private contracts between brokers. The DTCC/sneed & co can understand roughly how many shares and obligations exist in brokers, but if brokers are counting solely on undelivered obligations from other brokers then they have a much more limited view into what's actually happening. If a share doesn't go through a market, sneed has almost no idea who owns it other than when the broker reports back to sneed and say they own it. The DTCC nets that ownership when they get told by the broker how many shares they own/owe (even though unnetted totals are probably closer to reality), but in ex-clearing the actual numbers owned and owed becomes much more opaque and the DTCC /sneed just has to take brokers at their word as trades are now longer monitored. Hence potentially infinite shares being traded via processes similar to check kiting of obligations, see the Sedona/Rhino Advisors/Refco situation.

Bbby being oversold and naked shorted means nothing because it’s a bankrupt business. They sold a piece of a company that will not exist anymore and someone else was dumb enough to buy it, and this part is the “good ending” of short selling.

The tragic angle is the “infinite losses” that can happen when bankruptcy is avoided, especially after a turnaround that makes the company profitable.
In that case there is a book value of the shares, so short selling needs to sustain the repayment of the book value + interest on the loaned shares (which has to be higher than Tbills to lure investors in).
For those who are naked short it’s twice as bad: having a lender means you can go bankrupt and those who lent you shares will get fucked(that’s the risk part that warrants the interest repayment), but when you naked short the fucked one is the DTCC that has to foot the bill. No investor signed up to have their shares lent, so if the DTCC does not intervene to clean up the mess the market does a London Metal Exchange shitfest and becomes untrustworthy, causing a complete crash as everyone rushes out their money and companies become privately traded.
This would destroy Blackrock, Vanguard and all the pension pots in the world, and could seriously create the breeding ground for a new Weimar
You can’t just rely on interest payments to suffocate the shorts in this case, but you need the short entity to go bankrupt by having the value of their assets to be below the difference of the company value and the amount at which it was shorted (exactly like CS).
The CS position is the primer, the real explosive is in all the other naked shorts (in which CS engaged to be net neutral with Archegos)

The problem here is that you just do not understand how BK works. We will use Hertz as an. example as it was one of the very few occasions when the original stockholders got SOMETHING, although very little.

First, when a company declares BK the stock is DELISTED FROM ALL EXCHANGES. The exchanges don't trade BK stock. Shorts are excused from closing the transaction, as the stock is by definition worthless. THERE IS NO SQUEEZE BECAUSE THE SHORT SELLERS DON'T HAVE TO RETURN WORTHLESS STOCK. Sooner or later, the broker will release all funds to the short seller.

Then, the stock ticker symbol is changed. Hertz was changed from HTZ to HTZGQ. Now all old stockholders own shares in HTZGQ. THEN A NEW COMPANY IS FORMED. With Hertz, it was HTZ. All the old stockholders own NO SHARES OF HTZ. HTZGQ (old HTZ) will never again trade on an exchange although it can trade on pink sheets (that's what the "Q" means). HTZGQ of course is worth pennies.
