What the rich don't do is earn a wage, they are not subject to income tax rates so the richest bracket could be 90% and still won't apply to them, they'll pay capital gains rates instead. Converting Capital Gains into spendable cash is a taxable event. Collateral loans against the security have to be paid back somehow someway and that involves creating a (usually) taxable event.
Prior to 1913, the only taxes were use taxes, sales taxes, excise taxes and taxes corporate profits, the latter two of which only the rich paid.

Usually said "Tax Haven" is a charity or NGO where they park their stocks and 98% of their wealth (giving it all to charity), and then take a modest salary of a million or something to run said charity while using the charity assets to fund their day-to-day expenses in the guise of philanthropic work, 'fundraiser' parties, museum showings and so on.
They still end up paying taxes on any income and any salaries for the people who manage their companies (which the charity still owns), and their charities.
