Qualcomm AI chips are for phone acceleration over shitty ARM CPUs, they aren't even remotely the same market. It's also inference-only. In practice you're not going to find models small enough to be loaded on a phone in a hell of a long time regarding the current scale-infinitely craze, instead it runs on a GPU farm under the control of the company serving the model through a service.
Google's TPUs are faster than GPUs only if you specifically write your model in a very specific way, otherwise it's slower than GPUs. They're also far more expensive than a GPU of equivalent performance even when the model is optimized properly for the TPU.
The main advantage of google TPUs in practice is to train the model as usual using NVDA GPUs, and then optimize the model structure and load/transfer the weights into it to be run on TPUs at inference time. However the price constraints makes that pretty pointless anyway.
