Ironically if they just make CBDC have one L1 like Bitcoin and all the banks and payment processors use their own L2 and have to pay L1 fees to do settlements they will have rebuilt the existing financial system but more scalable and secure. Add in the ability to reverse transactions and it's 99% the same. Keep in mind they can have big blocks and L2s together because centralization doesn't care about storage fees.
