If anyone ever wants SNS-1 to be anything other than a failure, we need to implement an SNS-1 treasury.

Every SNS-1 holder donates 2 ICP.
1 goes to the treasury
1 goes to a Dfinity engineer to make it.

Once complete the initial liquidty pool can then be applied for by devs and new projects. Obviously SNS-1 holders must vote on these applications requiring the staking of SNS-1 to the treasury.

Each project that claims money from the liquidity pool would have to pay it back via a small percentage of profits. Once they've paid of the principal the percentage they pay will be halved and then divided between SNS-1 holders allowing them to earn a maturity bonus
