Right now demand for russian goods has fallen, and it affects both Russia and their prior buyers. Russia loses some but makes some of it by selling lower.

There were multiple countries that had the status as a global reserve currency.

Raising US interest rates cause extreme problems for poor countries that have debt in US dollars instead of their own currency. They need to have debt in US dollars, because they have to buy products and resources in US dollar.

You are also ignoring the fact that the US has massive advantages from the control of the world reserve currency. Not only can the US use sanctions to keep countries weak, but more importantly the US can run much larger deficits. Everybody needing US dollar to buy oil is a huge advantage and there is a reason why everyone who tried "oil for x" previously met a violent end.

The US will do everything in its power to not lose reserve currency status and if it fails world politics will change.
