Lemme break down zenon for the newfags.

2018 some eastern European uni students and software Devs figured out the solution to the BTC scalability problem. Meeting in BTC conference circles some core BTC Devs preferred their solution to the lightning network which has securty/ control issues.
They raised a bunch of BTC for the project one such contributor being Jack Dorsey - the connection stops here. He also got his money back.

These guys implemented a duel coin system essentially making a model that allowed very cheap (slow transactions ) or a competitive fast (expensive transaction)

With help from at least one BTC core Dev they completed the protocol. Following the doctrines of satoshi they gave community control to build dapps and advance the project. However the community had a total of 5 actual Devs maybe 2 which are competent. The rest were shitzos who happened to figure out the BTC core Dev + Jack Dorsey connection.

Now any dapp or progress is extremely slow. There is a small amount of hope the BTC core Dev team manages to figure out atomic BTC swaps on the network. But it seems that is an unlikely scenario. Not even stacks with the best BTC minds and billions in backing can solve that issue.

For now the network 1. works 2. Is bleeding a slow death
