I haven't had time to look into ICOracle yet, and the following may not apply.
I will say this about oracles. There's been a lot of confusion from the fact that a technical description of what an "oracle" is, and what the so called "oracle problem" talks about, are two different things.
Technically, an "oracle" is a simple smart contract that allows a caller to send in a value via a parameter, that the oracle smart contract then writes to the blockchain so that other smart contracts can access it. This type of oracle is an extremely simple program, it can be one line of code, and it is there to overcome that a smart contract platform like Ethereum can't allow smart contracts to make calls out to the rest of the world, they are only allowed to read values that are already written to the blockchain.
Then there's the "oracle problem". It states that it's hard to be able to trust those values, because what if someone writes the wrong values to the blockchain and the smart contracts go haywire? The solution to this are complex game theoretical distributed oracle networks (DONs) that should ensure high quality of those values.
On the Internet Computer, we don't actually need "oracles" to access the outside world, but we DO need DONs to feed our smart contracts with reliable values. On Ethereum, when a DON agrees on a value, they end by printing it to the Ethereum blockchain. On the IC, they could let the smart contracts call a DON endpoint for the values. But it's the DON that Chainlink provides that is valuable, not how they help overcome the limitation that Ethereum can't call the outside world.
