these pools all have a terms of service and declarations which shows they are registered companies and will abide by the law

The owner has the key. More people can have the key, but the owner must have it. If he does not have it, he is not a cryptographer. It is therefore not sufficient to own the key, but not owning the key immediately means you are not the owner. I hope you can follow this logic.
