If you have made it, then this decision is moot because you'd be able to afford whatever country is most interesting to you on a whim. Monaco in the summer? Done. Bern in the winter? Easy. You first cash out in a safe low tax country. So somewhere in GCC, Dubai is the best because you won't get bored during the 14 months (2 tax years) you stay there. It's not a long-term place, true, but it can be super fun for a year or two.
Then you move the money to a Singapore bank.
Then you go and live in the UK or Ireland, bringing about $1m with you, the rest stays in your Singapore bank.
Then you have 7 years of growing the money in the Singapore bank tax free, as long as you don't bring any of it into the UK. You're only allowed to reinvest it and it should never touch a UK bank. You live off the initial $1m for 7 years, maybe make some money locally (this would be taxed).

Oh, and a final note.
If your net worth is around $1m then the Romania/Bulgaria advice is not that bad.
The mafia there only bothers locals, low-tier crime is basically nonexistent unlike the west which is full of pickpockets and aggressive niggers, so you'll be safer, and you need no more than 3k euros (excluding car and rent) per month to only eat high quality restaurant food, go to a spa every weekend, go skiing in the winter, to a beach in the summer, you're 2 hours away from every Euro city you want to visit and you can live in a luxurious gated community for relatively cheap.

But I wouldn't recommend it for people who are actually born there, or for people with 8 figure net worth. It's a great place to build up wealth if you're in the 6 figure area, and a great place to enjoy when you're a low profile foreigner around $1-2m net worth.
