It will never end. The dwellings per-person is not terrible in the US. Just when you throw in divorce, boomers not downsizing, 2nd homes, AirBnBs, empty investments properties and decrepit houses... all of those combined create a large housing shortage.

Inflation and speculation. The rich are trying to find somewhere to put their money during a high inflation environment. The number of homes that can be built in a year is small and everyone needs somewhere to live. That makes homes a safe place to store wealth. To top it off just 6 months ago there were 3% interest loan and 9% inflation. You would be stupid not to buy as many homes as possible.

The FED would need to raise their rates to 9% or higher for a long time(3 years). This will make speculation using loans expensive.
Local governments needs to allow for more homes to be created and to be fixed up. The also need to make cheaper and faster permits for home improvement projects.
The last thing that needs to happen is evictions and foreclosures need to be streamlined. If someone is not paying their rent/mortgage everyone else is. Kicking out parasites makes homes cheaper
