The claim that ICP can get round censorship was based on canisters reading and repeating data from banned-in-China sites. Obviously, because the Great Firewall was not trying to block those canisters, the content got through. Censoring the NNS will be harder than TCP/IP and probably involve fiddling with the network layer of end user devices. But don't underestimate the ability of governments to fuck things up for you.
