So copper is $6855 per ton, but on Alibaba I am finding 99.99% pure stripped wire scrap for $100 - 120 per ton.

Again, that's $100 - 120 PER TON.

Is this too good to be true? What exactly is the catch? I can fulfill the minimum order.

copper prices range from region to region since its such a common and widely used resource. That being said i don't know where you live and i don't think you are willing to ship tons of copper from china, which will be regarded as a import of goods and therefore you will have to get a merchants license, so your only choice is to sell that copper to someone else in that area. And guess what copper over there is not 6k per ton, so yeah that's why i said its not useful.
