The state just pays for the expenses of the university at a “reasonable” level (ie the professors and staff get paid at rates comparable to some multiple of the local median or cost of living) and students just apply and attend. With the non-dischargeable debt model the universities just keep inflating prices while still sucking in students because the common wisdom is still that you should have some kind of 4 year degree on your resume, and the university expenses only really increase in sports and admin staff. Corporations basically seek to offload extra costs of hiring and training on the universities by demanding degrees, often simply as a nearly arbitrary way to sift through applications quicker. There are a lot of jobs where a degree really isn’t necessary and displaying some elementary knowledge or skill in an interview process would be enough to bring somebody in and onboard them with extra training. They basically already do this with a lot of the degree holders. But I’m not talking about highly skilled jobs that need a greater assurance of knowledge to make hiring the person reasonable.
