The 2nd weight doesn't look like it's 45lbs. It's probably a 25lbs bumper plate (heavier ones normally would be bigger than the 25lbs in terms of circumference) . It looks like the weights he is lifting is:

(25*4)+(15*2)+(10*2)+(5*2)+(2.5*2)+(1.25*2) + bar 25 = 192.5lbs.

Most people can deadlift 250-300lbs within their first year. If they go full ripple tits and ignore the fat gain this can be around 300-400lbs within a year.
