There's actually very little difference between a regular short and a naked one. Most if not all shorts are 'naked' just by practical application, the difference between naked and regular shorts is that there are locatable shares. All that means is there are shares out there somewhere that someone is lending that they might sometime later be able to borrow against, it's not that there are shares borrowed, they simply aren't required to borrow unless it comes down to settlement and they are trying to allow shares to settle into someone's account without actually ever buying the underlying share (which is what lending is for, because you can settle trades with borrowed shares, and the borrowed share can then exist in the lender's account in addition to the buyer's). The only requirement is a locate, which is useless. The problems start with market structure, they designed the regsho regulations with codifying and protecting market manipulation in mind.
