Basic AWS implementation would just be to create lambdas for users to upload videos to an S3 bucket. To play videos, create another lambda that streams via kinesis firehose (what Twitch uses). Video metadata (title, ratings, views) can be stored in RDS (sql db) while comments can be stored in DynamoDB (noSQL). Make lambdas to trigger fetches from these as well.
