If you are putting money in every paycheck, you can go into 100% SOXL/TQQQ/whatever "naked" (i.e. without an uncorrelated hedge such as metals or bonds). You can backtest that with a pinescript script on tradingview or use portfoliovisualizer. I have also seen simulations elsewhere. The point is, the dip become so violent that your contributions during these periods alone let you recover much faster than the market despite basically losing everything you had until the turbodump, so that in 5-7 years you're back to being rich as fuck. If you have a long enough time horizon, that's fine.
If you don't contribute routinely or have a short time horizon, you need a valid hedge (i.e. not TMF right now) or you need to time the market, otherwise you'll be bankrupt by a y2k-tier crash (which is likely how bad this one is going to end up).
Finally, long-term crabbing completely kills this regardless of asset mix. While you can make do with selling options during that time, you'll lose when the bullrun is back on and hindsight is 20:20 to determine if it's crabland time or just a momentary crab.

My point is that TMF normally provides the drawdown relief you want. CURE doesn't dump as much as tech does, but still tanks at the same time, which isn't as productive as you'd like. Moreover 50% of your folio for drawdown protection, when 20% TMF is enough, is a waste of capital.
The reason you can be 100% SOXL/TQQQ/etc. if you keep buying is as you say: you really do want to be as low as possible when you buy during downturns. You can flip it around when you are close to your goal, but in the meantime there is simply not much point in flip-flopping that way.
