Because it's really two shortages.

There's one shortage at the absolute bottom of the unskilled labor barrel, because inflation has deprived the lowest of wages of the power to meaningfully improve upon the lifestyle one "enjoys" simply bottom-feeding as a NEET. The incentive to work a shit job simply no longer exists.

The other shortage is in skilled labor, and exists because Boomers have been skimping on training people for decades and now they're starting to retire. The first big wave of real Boomer retirees called it quits during the coof craze. Their colleagues and superiors who stuck around never committed to training their replacements, and now they're all scratching their heads wondering where the replacements they need are.

1. Government lies about unemployment rate.
2. People giving up on a broken system. Companies can't afford to pay workers more than min wage, but you need 2x min wage to have a comfortable life. Comfortable has changed definition to mean you get to have 8 kids, $100k car, work 20 hours per week, and work from home.

I remember I was mispaid about half of my monthly wage prior to Christmas one year as the system incorrectly thought I was sick x amount of days. I wasn't bothered, and it was a gov job, so knew I'd get the back-pay. Direct manager dropped everything and rectified the issue immediately as soon as I told him and offered to pay me out of his own money the difference. Damn leader of men.
