Many whales have a lot more than can be sold on market. This has always been the case ever since HEX launched and it has never been an obstacle for price performance. This however is not unique to HEX as most coins have a similar allocation among holders. The mere fact that someone has a lot of a particular asset doesn't mean they're looking to sell it all or sell it all at once. Also, if you're a big buyer with 7-8 figures that you want to put into HEX, you need whales to sell if you want a good deal, because they're the ones with enough HEX to provide you with good enter liquidity.
