someone paid upwards of 10k XRP to issue and transfer a ton of CNY IOUs across the network. The IOUs could be backed by real money by the issuer or could be fake money created by the issuer and sent to a dummy address as a test. Either way they spent the fees to do the transfer. Most likely fake money used as a test, which is bullish since who would test with such large amounts and fees (banks). But if it was real money backed by an issuer and sent to a separate entity that could redeem them, then it’s ultra bullish, since only a big time Chinese bank could back those IOUs with real money.
