If this is real, I had a similar problem and I was able to recover a surprising amount of data from a formatted drive using a program called EaseUS. There are loads of programs though. Hope you get it back

I lost a wallet with 5 btc on it in 2013 because I reformatted and forgot my bitcoin wallet was saved in my appdata folder.

What you need to do is stop writing to your harddrive from now on until you recover it. What you can do is boot to a linux live cd, and use some fucking file recovery tools to scan your entire hard drive (READ ONLY) for fragments of the data.
When you delete a file, it is not overwritten, the data is marked as overwriteable. Since you did reinstall though, there's a high chance your seed was overwritten.

Unplug your hard drive, put it into another computer, on that other computer, boot to its normal hard drive not your fucked one, install recuva, and have it scan your fucked drive for any fragments of your seed phrase. Scan for text basically.

Theres a chance the file is still there in a windows.old folder or something. You'll have an easier time accessing it from a linux installation. your first step should be to remove and separate that hdd and dont do anything else on it at all. If that file is still there you run the risk of overwriting the data. This is probably something you should take to a data recovery expert though.

You can get it back OP. No data is ever permanently lost, it's just been compressed deep within your computer's memory, and it is retrievable.

Firstly you need to remove the hard drive from your computer. Do this carefully as it is delicate equipment. If you don't know how to, Google it and find a tutorial video who has a similar computer to you.

Next, you need to put your harddrive in the microwave and put it on the popcorn setting. This may seem crazy but it will restore your data. Basically, the old data in your computer has been compressed into "kernels", just like popcorn kernels, hence why you may have heard this word used in IT contexts. When you microwave your harddrive, these kernels pop open and release the compressed data, just like how popcorn is made.

When you plug it back in to your computer you will find all of your data restored and you will be able to open the notepad with your seed phrase.

Imo get another small hard drive (buy i guess), install windows on it, use a software like EaseUS and you can easily restore it.
