I was watching the Bitcoin dev taproot meeting or whatever the other day. Nothing seemed fixed with taproot, they were lamenting about signaling it for a year or something.
I got the impression that the implementation of it is nowhere near "around the corner".

It's expected some time in late summer or fall, the node software is being released in March. Zenon's Alphanet (Phase 0) is what is actually "around the corner." NoM (Phase 1) will be after the Taproot implementation

Taproot implementation (BIPs 340, 341, 342) has already happened. What they were talking about is network activation, for which there is already an established roadmap. Currently bitcoin devs are talking about what if there isn’t rapid uptake for Taproot enhancements, like there was with SegWit. But that doesn’t seem to be the case, most everyone is onboard with these this.

Also, using bitcoin as an interoperable trust layer is just a feature that this project will have. It isn’t a dependency or holding anything up. It will implement bitcoin interoperability in phase 1, but phase 0 will be launching before that happens. :)
