Of course they are, they didn't magically stop producing food but they cant afford it so most of their industries are trying to export for American dollars. Their problems are compounded by the fact their are countries around them that still have semi functioning currency, and if they can find anyone who will pay in american dollars or PMS those people take precedence. The $2M debt is absolutely nothing, you should be far more concerned about the near $0 income.
