A common misconception
The cost to mine bitcoinis just dependent on the current hash power of the network,
If more miners go offline it will cost less to mind one Bitcoin therefore making it more profitable to do so, therefore attracting miners back to mining if the price stays the same
If the price drops when miners are going offline, the cost to mine 1 BTC will simply equalize as less profitable miners drop off the network like what happened in 2018 and 2014
