Think of exchanges as hotels, and the tag as a room in that hotel. When you send mail to a hotel and you want it to go to a specific person, add the room number (tag).
When sending it to your self custody wallet like Xumm or Exodus. Think of that as your house. You would only need the address of the house to send mail there.
