Really depends on your countries legislature. If possible start out doing solo stuff. Depending on your legislature you could be a freelancer, self employed or something else.
If you find success and if expanding becomes not only beneficial but necessary, expand. Where I'm around, most peeps go company level when they start employing people (even though they teeeechnically are already a company all but in name, it's complicated.)

Anyway, the first step, before you do anything else, is to look into your countries laws regarding self-employment, companies etc. Only after you're pretty well educated should you consider doing it.
