Only allow landlords to rent out a property when they have paid it off 100% from the bank. It would stop leeching landlords essentially sub-letting their property and leeching from their tennent as a vehicle to pay off their mortgage + profit. This rule would also stop the slumlord landlords buying up cheap properties and inflating the prices for them, which is pricing out first time buyers from the market.
