Basically if the price average for the past 24 hours has been above Bitcoin dominance (google it or just go to dash.xbtc.fi and see "price target") the rebase will be positive. If the price average is within 5% of the BTCD it's in the neutral zone and no rebase will happen.

The size of the rebase can be calculated like this:
0.1 x (avg price - target price) / target price
so we are currently looking at a positive 26% rebase.
