most of the largest companies listed on the nasdaq already satisfies those requirements - or they can trivially expand board to accomplish.

Smaller, struggling, more traditional companies can't do this easily so will pressured to delist therefore lack of public market money will be ripe for being bought out for pennies on dollar.
