develop close relationships with their local government or have the money to bribe them. also have a shit ton of capital or credit to buy machinery and manpower and managerial expertise to exploit those resources, once you gain access. oh and have a logistics network to get those natural resources out of the country. basically you're fucked unless you're an expert.
