why don't we just do elections on a blockchain where the private keys are generated with vrf and biometric event at the time of ballot submission, it could be an ad hoc proof of work chain where a full geth node is run on every citizens' smartphone and your geth node address is uniquely tied to some vrf and biometric input, each smartphone could run a chainlink node

Not the slightest. My state sends ballots to registered voters and checks our signature (decent imo) other states do not check the signature or don't require it at all. Many areas allow anyone to same day register and vote without proof of citizenship.
