A lot of the times they'll set certain odds as bait to draw in a lot of public money while they feel the actual result is going to go another way. To protect themselves from the inverse they'll bet-limit the other side, especially those known to be sharps.

That's why a straight up 1 v 1 may look differently than the current sports book odds. Even if 90% of public tickets are on one side the line may not be budging much because the books feel and manage it a different way.
