Ethereum's certainly not a digital dollar, it is more like an ecosystem for other coins to be built on. There are stable coins that have been built on eth but they != Ethereum, they are their own tokens.

The problem for bitcoin and PoW is that is has a humongous amount of friction compared to PoS. PoW works very much like real gold in that it's finite and only so much can be mined, but for bitcoin, it doesn't hold the real world utility that gold does. Gold is not just for storing value, it is amazingly useful practically - bitcoin only really holds value, nothing can be built on it.

Ethereum has the utility but no permanent supply cap afaik.
