So while a deep ITM option might have 0.99 Delta, which gives $0.99 per dollar increase in underlying, the OTM option might have Delta of 0.2. But maybe you paid $80 for the ITM option while the OTM option cost $5. So even though it only raises by 20 cents the next dollar, it means it rose by 4% (.2/5) while the ITM option rose by 1.2% (.99/80).

I can see how Theta percent is a useful stat.

I usually track effective leverage rather than Delta percentage - they're roughly inverses but give you the same information. For theta, I usually track extrinsic value divided by days to strike, which gives you a "fake theta" based on a purely linear time decay.
