Each Greek is in a vacuum and assumes the underlying price, impvol, and the other Greeks remain the same.
But the answer is to look at the percent of the option premium that theta makes up. For example if option is $1.00 and theta is 0.03, then it makes up 3% of it, meaning it will lose 3% of its value in one day. Later maybe the option is $0.08 and theta is .01. Theta will drop the price 12.5% in one day even though it has a lower raw value.
Delta behaves similarly, it is close to 1 when deep ITM then goes toward 0 when you are further OTM. You may wonder then why anyone would ever want an OTM option if an OTM option has both a lower Delta and a further breakeven point - the answer is the percent Delta makes of the premium, since the premium is is lower. So while a deep ITM option might have 0.99 Delta, which gives $0.99 per dollar increase in underlying, the OTM option might have Delta of 0.2. But maybe you paid $80 for the ITM option while the OTM option cost $5. So even though it only raises by 20 cents the next dollar, it means it rose by 4% (.2/5) while the ITM option rose by 1.2% (.99/80).
