Yes, with a cash account you can. The other guy is going to confuse you. With a cash account you can day trade to your hearts content, but you can only use "settled funds" to trade. Actually, you can use unsettled funds to buy a stock, but you have to wait for the trade to settle for you to sell without a good faith violation, so it's best to just not trade with insettled funds. But for a cash account there is no day trading rule.

Not much, problem is picking a ticker to wheel on. You want something that barely fluctuates out of a certain range, and can rebound so you don't end up bagholding or being priced out of the ticker.
