it's really not volatility-wise. in 2016 for example in september the VIX peaked at 20.51 and in november it peaked at 23 (11/4) which is pretty low for the VIX actually. it got higher around 6/24/16 when it got up to 26.24 for whatever reason. "high" on the VIX is usually in the 30-40 area btw. 50 is a flash crash and 70-80+ is pricing in the apocalypse (2008 financial crisis or 2020 covid), for reference.
