No because your failing to realise that BTC and everything else will be forced to L2 for the majority of transactions it is inevitable because of the rising fees as it’s the only solution to the problem. Once everyone is using L2 then that clears the blockchain and fees go back to normal so they won’t ever get that high. Most people will just stay offchain you don’t need to go back onchain once everyone else is also offchain as there is no point. When a channel does close it will settle the balance to the chain in batches of tx’s together making it much more cost effective.

with layer 2 solutions, even in a congested network gas costs would be under $1, primarily because you're not forcing all nodes of the network to validate each and every transaction - you're connecting two trusted nodes cryptographically, they perform the exchange real time, then after all relevant transactions are processed between the trusted nodes, that exchange gets broadcast to the network fully in a single block. as a result, multiple transactions become one, lowering gas costs on a per transaction basis while also decongesting the network, lowering gas costs across the board because nodes will have fewer (and less complicated) transactions to process.
