Once everyone is using L2 then that clears the blockchain and fees go back to normal so they won’t ever get that high. Most people will just stay offchain you don’t need to go back onchain once everyone else is also offchain as there is no point. When a channel does close it will settle the balance to the chain in batches of tx’s together making it much more cost effective.
