If you buy citizenship it is how it works. It costs like 350k-500k for Portugal depending on where you want to live. The USA has a double taxation treaty with them so if you become a tax resident and make less than 110k (it adjusts for inflation every year) you wouldn’t have to pay the US any taxes. Furthermore, you could just renounce your US citizenship at that point.
